What's With Some Of CD Liner Note's Being Stuck Together?

I have always been meticulous with my Compact Discs. They were treated like the "Master Tapes". They were stored on shelves in their original jewel cases and never in a CD wallet or loose. They were never used in a car or discount boom box.
In the 80's I made cassettes to use in the less savory environments. In the 90's it was mp3s that did the stunt work. My Compact Discs remained pristine and protect. Until that day..
A couple of decades ago, a water leak from the room above my CD storage sanctuary sent a torrent down across the CD shelving unit. We did our best to dry everything out. The Discs themselves were not damaged but the paper pages of the liner notes show the signs. Only the liner notes of the discs directly in the path of the water were affected. Some more than others. This is why you'll see a note "Liner notes pages are stuck together." on some of the CD's listed. It was heartbreaking then and again now as I inspect each one as I list it.
While the discs are still in excellent shape, the state of the paper downgrades the overall listing to Good, Fair or Acceptable.
